Discourse on the limitations of the military ROE

Military ROE or the rules of engagement have often been an ongoing source of dilemma for the modern soldier. To kill or not to kill, that is the question. Let me bring in a factual instance, in the book Lone Survivor, 4 Elite United States Navy SEALs offered the gift of life to 3 goatherders and paid the highest price for their country. Let me quote an excerpt:

"I tried to ask them if they were Taliban, and they all shook their heads, the older men saying, in English, "No Taliban...no Taliban." I gave the kid one of my power bars, and he scowled at me. Just put it down on a rock next to him, with no thanks or nod of appreciation. The two adults glared at us,making it obvious they disliked us intensely. Of course, they were probably wondering what the hell we were doing wandering about their farm with enough weapons and ammunition to conquer an entire Afghan province.

The question was, What did we do now? They were very obviously goatherds, farmers from the high country. Or as it states in the pages of the Geneva Convention, unarmed civilians."

This underscores the ethical and moral considerations to be undertaken before, during and after a mission. From a strictly military viewpoint, the best solution would be of course to shoot the goatherds and be rid of their bodies. The question is, how can we ascertain their mal-intentions? Furthermore, in liberal societies such as the in the United States, the media is given free reign to report. Imagine the headlines struck against a piece of paper "Soldiers kill innocent farmers in Afghanistan". However, are these farmers truly innocent? In such dire times, do we wait for the enemy to walk up to us and shoot us in the head before we retaliate? These ruthless men are often desperate. They have nothing to lose and stand only to gain from betraying the trust and faith placed in them by the Military.

In Iraq and Afghanistan it has been said that some people would shoot their own mothers for a buck. What separates those from these goatherds? The answer? Nothing.

Liberal Media has been a source of much greviance for the Military. The prospect of being court-martialed and/or being incarcerated in a civilian jail does not sound entirely appealing. Some critics would claim if we kill "innocents" such as those then we would be no different from the Militants and Extremists. However, in life, it comes down to whom you'd rather be dead.

Those men know these rules. Those insurgents play by the book and use them against all of us. They know Soldiers face the nightmarish prospect of being persecuted by their own side for hurting "unarmed civillians."

For example, the following replicates a pre-September 11, 2001 set of standing ROE for Joint Task Force 6, the multi-service command at Fort Bliss, Texas that is the Defense Department's interface with counter-drug U.S. law enforcement agencies.

Personnel WILL make every effort to avoid confrontation or armed conflict with civilians.

Personnel MAY:
Use only the amount of force necessary and proportional to the threat;Use deadly force in self-defense and in defending others from death or serious bodily injury;Detain any person posing an imminent threat of death or serious bodily harm, releasing them to civilian LEA [law enforcement agents] as soon as possible;Pursue armed persons only to defend or retrieve personnel;Pursue unarmed forces to retrieve military equipment.

Personnel MAY NOT:
Use deadly force to protect property;Use deadly force if other measures would be reasonably effective;Enter Mexico or Canada;Participate in arrests, searches, seizures, or interrogations;Trespass on private property.

Self-defense is a commonly mentioned term in most stipulations of the rules. Soldiers are not allowed to fire unless fired upon and cannot fire unless there is no room for doubt of the insurgent's intentions. This is plain ridiculous. So if a terrorist waltzes around with a 7.62 Calibre AK-47 rifle but doesn't shoot anyone we're not allowed to kill him?

Moving back to the story, the goatherders did betray the SEALs and eventually after taking down around a hundred of the enemy they succumbed to the sheer volume of fire and weight of numbers. Lt. Michael "Mikey" Murphy took multiple wounds to the chest and head but fought on till 4 of the enemy shot him at point blank. He continued to call for assistance from HQ despite being shot in the chest and back and being mortally wounded. Such was his determination to save the rest of his team.

Even as he breathed his last he spoke calmly into the radio saying "Yes Sir. Thank You". Such is the incredible valour of the SEALs. The deeds of the other 3 are no less heroic with Gunner's Mate 2nd Class Danny P. Dietz taking around 6 bullets before dying. Sonar Technician(Surface)2nd Class Matthew Gene Axelson had a gaping head wound but continued to pour fire into the enemy. Lt. Murphy was awarded the Congressional Medal of Honour posthumously while the other three were given Navy Crosses, second only to the medal of honour.

His Medal of Honour Citation reads:

LIEUTENANT MICHAEL P. MURPHY

UNITED STATES NAVY

For service as set forth in the following CITATION:
For conspicuous gallantry and intrepidity at the risk of his life and above and beyond the call of duty as the leader of a special reconnaissance element with Naval Special Warfare task unit Afghanistan on 27 and 28 June 2005. While leading a mission to locate a high-level anti-coalition militia leader, Lieutenant Murphy demonstrated extraordinary heroism in the face of grave danger in the vicinity of Asadabad, Konar Province, Afghanistan. On 28 June 2005, operating in an extremely rugged enemy-controlled area, Lieutenant Murphy's team was discovered by anti-coalition militia sympathizers, who revealed their position to Taliban fighters. As a result, between 30 and 40 enemy fighters besieged his four member team. Demonstrating exceptional resolve, Lieutenant Murphy valiantly led his men in engaging the large enemy force. The ensuing fierce firefight resulted in numerous enemy casualties, as well as the wounding of all four members of the team. Ignoring his own wounds and demonstrating exceptional composure, Lieutenant Murphy continued to lead and encourage his men. When the primary communicator fell mortally wounded, Lieutenant Murphy repeatedly attempted to call for assistance for his beleaguered teammates. Realizing the impossibility of communicating in the extreme terrain, and in the face of almost certain death, he fought his way into open terrain to gain a better position to transmit a call. This deliberate, heroic act deprived him of cover, exposing him to direct enemy fire. Finally achieving contact with his headquarters, Lieutenant Murphy maintained his exposed position while he provided his location and requested immediate support for his team. In his final act of bravery, he continued to engage the enemy until he was mortally wounded, gallantly giving his life for his country and for the cause of freedom. By his selfless leadership, Lieutenant Murphy reflected great credit upon himself and upheld the highest traditions of the United States Naval Service

4 against 200 not very good odds by any chances. One man did survive and he wrote the book. I do not know about the rest of you but personally, if given the choice, I would have shot the goatherders.

This comes on the brink of Senior Specialists' Course. I just wish to recount the happy (weird maybe?) times that the Part Cs (Current Sec3s) and I have been fortunate enough to experience.

In our former school campus, there used to be this empty space around the stairwell beside the art studio. In this space was set a plain wooden table. Just an ordinary wooden table. And yet it was an object of much mysticism then for us as Recruits. We would look on in awe as our Sergeants sat on the table and in our minds it was an object that epitomised power itself. So every now and then, Captain Quek, being his usual self would come down and "rebuke" them. Such "scoldings" often culminated in us turning 180 degrees and facing the void that was the staircase and our seniors doing pushups. Of course, as they say in the army, shit only flows downwards. So naturally our time to be punished did not lay far ahead. I distinctly remember being told that the Sergeants sitting on/around the table liked being greeted.

During our time, our class ended at 12.35 on Fridays and so we would have roughly 2 hours of free time before CCA started. We often spent this time roaming around or polishing our boots in the classrooms. At roughly 2.20 every week we would find ourselves rushing down the stairs to this "staging area" of sorts. While waiting for the arrival of the officer(s) we would often be entertained by our CSM, SSG Nurudin or our APS, the then 3SG Joel. So that very cranny lends itself to many of our fond memories.

There was a certain occasion where we were supposed to go to Pasir Laba Camp for IMT practice (Individual Marksmanship Trainer). Captain Quek asked "Who brought camera handphones?" With mixed trepidation, Teik Wei, Louisse and 3 more including myself whom I cannot remember stepped out. We were ordered into the "pumping" position and we found ourselves doing pushups. This was not necessarily a bad event in fact, we did learn from it. Not all punishment is unfair and bad. Although I doubt that very nook stands anymore, it still holds memories for us, for all of us. A day in the life of a recruit.

Specialist Course 2008

Report by 2sg: Zacchaeus Lim

Tough course on the whole.

Day1:

Went to Amoy Quee Camp then to SISPEC and Pasir Laba Camp. Chao enthu for the most of the chionged everything but this bastard from what school kept competing with me for GSK preparation. Basically sirs were impressed by my knowledge. Did not get selected for IC. It was only the first day but i already felt like giving up. A sense of despair was bugging me all over at night. Pressure mounted.

Day2:

Chao enthu again. Led company in cheer and pledge. Company OC and Company 2IC favoured me very much during the presentations. Sirs happy with my performance. Picked as platoon IC.
Battery of tests for army-ncc badge. Stripped rifle fastest.

Day3:
Another day of tests.

Day4:
Results out. Interview was gay. Terribly scary. Sirs bearing down on you. Cried in the 3rd round. Sirs tore my cert.

Survived everything and ended up as company best and gsk best.

Captain Quek presented my rank and certs to me. Turns out the one they tore was an extra.
Relieved and happy as i went on stage.

Zacc again. Hahahah kellie ya i said i would post more but very busy right. Right now im studying for history quiz tomorrow. Loads of crappy tests averaging 1 or 2 per week..Doesnt school suck everywhere. I've been whipping up the NCC men here into shape. Taking charge of them and riding into the storm headfront. They aren't very capable yet but I think with much training they should improve. Hahah every unit has its clown (like marcus in BBSS). Anyway i wnt be able to mke it on wed. So yah thanks anyway.

Hi guys,

its Zacc here. You know, the past two years with you guys have been eventful to say the least. But all these make us who we are today. Teik wei gaying with the guys, sunthar and keneth cracking horny jokes. I thought i wouldnt miss you guys but I'm wrong. I actually have a form of attachment deep inside with you guys. Theres this connection. Maybe its because of my new school. The people here are.... different... to say the least. Just to illustrate my point, there are like 5guys in my class who play with their rubiks cube everyday. And these speedcubers can solve the cubes in 30secs. So you can imagine. I have around 10 foreigners in my class of 26 but you guys will be glad to know that I havnt been horny here.

In fact, I am temporarily, for now at least, the Mentor rep which is just like the class Chairperson. The system here is very different. And the school has a school spirit you can actually feel when the entire school cheers. We have our own cheers and all.

You know in this school the people are more drawn back, reserved. The facilities are good though, netball court at the top of the building, 700-seater auditorium, library thats huge with like 30 computers and even a metal detector? All kinds of advanced shit you can't find in 0ur school.

Even the way the school is run is different. Here the PSLs and SC (Peer support leaders and student council) pretty much run the school. The teachers just sit back and watch the show. Interesting set-up but you know deep inside i miss you guys.

I feel somewhat lonely in this school being all alone and ryan's not my classmate. So im pretty much alone in my class. 3 days in and i just had my investiture yesterday. Received my badge and all in the grand ceremony. Guys the hours here kill man. You guys are lucky in a way.

Don't worry though, Ill still come back to visit you guys soon.

So if you see some guy wearing white and green..... it should be me.

oh well. 2e1 bbq was ytd,
but there werent a lot of ppl ;(
but still, we enjoyed ourselves right.

maybe we wont get to see him for the next yr,

this yr has been a lot of ups and downs.
and we have spent 2 yrs tgt right.
1e1/2e1. really fun. rmb the times,
when we were so prepared for mr chun's lesson,
and everyone were so neat and punctual for his work.
we survived that though, after mr goh came and taught us.
funny teacher with lots of jokes im sure.
but still. these 2 teachers were the reason that we managed our science well,
and not forgetting ms chua . the really nice teacher.

rmb mrs loh's eng lessons for 2 yrs?
where we were actually quite scared of her too,
but in the end we really found her to be a really nice teacher,
as she became out form teacher the following yr.
mrs chee too, she told lots of jokes to us,
and inspired us with her another way of teaching.
well there's really a lot more teachers,
but they were the reason we survived.i think so.lmaooo~!

its the last day, of our dear 2007. it also marks the ending of BBSS 2e1`07.
many cried, many were sad, some stayed pretty calm.

but i guess all of you have a feeling towards 2e1. it has been a really good class.
with excellent teachers and students.

even though there might be many misunderstandings in the past, it just strengthens our relationship afterall.
i've just found out, many people who thought they wouldn't be sad at all, were sad.
perhaps we haven't cherish each other enough.

but certainly, we know that this class, the memories, the students and of course the teachers, will be forever in our hearts, till we grow old.

in this two years, many of us have changed, and mostly, for the better.

we must thank the teachers for bringing us up well, telling us when we're wrong.

without the teachers and students of 2e1`07, there wont be us.

as i mark the conclusion of this post, we still have a bright future ahead. memories will be kept, but life will still go on. here, i wish all the students and teachers, a happy holiday, and im sure, this blog will be forever her. (unless blogger is gone?)

Okay, last paper tmr. Which means its the last exam we are having together as a class. ): How sad. Now, let me turn back the time and reminisce what we have done together as a class.

Sec 2 camp. SIAN DIAO and BO LIAO! Teamwork, love and care were shown during this camp. We've learnt a lot too. Right?
Deathnote incident. Almost the whole class was involved in it, unhappy about it too. Anw, lets forget unhappy stuffs(:
Chinese New Year. We played games. Attended Keneth and Xushao's wedding, Josh's concert and Shicheng ballet performance.
Toilet design competition. Teamwork again. We won the consolation prize.
Post-exam activity(MYE). We went to the learning journey thing? About Singapore history.
New timetable. Change of teachers.
SPH. For the chinese students. In 10 years time, maybe one of us may be working there. A very famous reporter?
Sentosa. Only a very small part of the class went though =/
New school, New campus. We've moved~
Subject combination talk. Have you all decide which combination you want?
Metamorphosis concert. Some of us were involved in it too.
Debate. We won, dont be too complacent too(:
National Day celebration. Soccer match? Mcdonalds treat!
Science centre trip. Yoghurt! Try making it at home and bring it to school to share with us.
Teachers' day. Captain's ball, soccer, floorball. Well done all<3 && we wore our class tee.
